Characteristics of the Insured Unemployed

In April 2012, 25 percent of Rhode Island’s
unemployed workers were eligible to collect Unemployment
Insurance (UI) benefits. Numbering 14,923 people, these
"insured unemployed" accounted for 3.1 percent of the
State’s total employed (unadjusted). Nearly 31 percent (4,587)
of the Ocean State’s insured unemployed faced long-term
unemployment, defined as collecting unemployment benefits for
more than fourteen weeks.

More than 21
percent (3,190) of the people receiving UI benefits were between
the ages of 35 and 44, while 24.5 percent (3,662) were 45 to 54
years old. More than 35 percent of all insured unemployed
workers 60 years and older had been collecting benefits for at
least fourteen weeks, while 24.4 percent of those under 22 years
of age and 30.7 percent of 22 to 24 years old were considered
long-term unemployed.
In April, nearly
42 percent (6,254) of those collecting UI benefits had just a
high school diploma. An additional 1,972 people (13.2%) had less
than a high school diploma, while 19.6 percent (2,926) of the
insured unemployed had at least a Bachelor’s degree. Over 30
percent of insured unemployed workers with less than a high
school diploma had been collecting benefits for a minimum of
fourteen weeks, while 31.6 percent of those with at least a
Bachelor’s degree were also considered long-term unemployed.
On an industry
basis, 16.5 percent (2,457) of the State’s insured unemployed
workers came from the Construction sector. There were also 1,765
individuals with an attachment to the Health Care & Social
Assistance sector, accounting for 11.8 percent of all insured
unemployed workers. An additional 11.3 percent (1,683) of those
collecting UI benefits in April had worked in the Administrative
& Waste Services sector. Large numbers of insured unemployed
were also reported in Manufacturing (1,552), Retail Trade
(1,472) and Accommodation & Food Services (1,374).
Those previously
employed in Office & Administrative Support occupations
accounted for 15.6 percent (2,328) of the State’s insured
unemployed. A large number of workers previously employed in
Production (1,559), Construction & Extraction (1,306) and
Food Preparation & Serving Related (1,090) occupations also
collected UI benefits in April. Numerous occupational groups
reported concentrations of long-term unemployment above the
state average, including Building & Grounds Cleaning &
Maintenance (40.6%), Community& Social Services (39.9%),
Personal Care & Service (36.2%) and Computer &
Mathematical (35.3%). |
